Key drafting questions to consider (From Quick Guide to Legislative Drafting):

• What is the problem to be solved?
• What is the scope of the policy—To whom or what does it apply?
• Administration—Who will be responsible for carrying out the policy?
• Enforcement—What if the policy is not followed?
• Timing—When should the policy take effect?
• How does the policy relate to existing law? [amendatory or freestanding]
